Despite -league opposition, the controversial bonus rule will remain a part of organized baseball law.

The minor loops, in a countrywide ballot, decreed today the rule should be retained. The majors, at their recent meeting, voted repeal much-debated regulation, but today's action by the "bushers" nullified the major-loop decision. George M. Trautman, red-haired president of the National Association of Professional Baseball Leagues, said 25 of the minor loops voted retain the bonus setup, while 33 leagues opposed it, and one passed its vote. Three-fourths of the 59 minor leagues had to oppose the bonus to oust the rule from the books.

At the recent minorleague meeting in Baltimore, 32 loops voted for repeal of the law, while 26 opposed repeal. Today's vote, in which the minors reaffirmed their stand, was requested after the majors had declined to concur in the previous bushloop action. The bonus rule was written into the books in 1946, but has amended a couple of times since then. Under the original rule, a club paying a bonus to a free agent, to obtain his signature to a contract, was forced to keep that player on its roster. Now, the club has the privilege of farming the bonus player out for one year, but his contract may not be 35- signed outright to a club of lower classification unless waivers, which, may not be withdrawn, obtained.

Waiver requests may be withdrawn on other players. Once a player gets the "bonus" tag, he is subject to unrestricted selection in the draft. A player is designated as a bonus player when, as free agent, he receives a gift, oneyear salary or any other reward totalling more than 000, to sign with a major league, Triple- or Double-A club; $4,500 with a Class A team, or. $3,000 with a club in the or ranks. Trautman said the vote result was not drawn on -minor lines, since many of the majorleague clubs favored retention of the bonus system, and many of the minors opposed it.
